A phone can estimate its position using satellite signals, nearby wireless information and cellular information. An app may obtain a permitted location estimate, receive a place you type or infer an approximate area from a connection. These are different paths.
Specify the observer: an app, a network operator, another person or a service holding earlier records. A setting that limits one path does not necessarily control the others. Do not test privacy by travelling without communication or changing an essential safety arrangement.
