Content blockers use rules to block some requests or change how page content is displayed. A rule can target known tracking behaviour; it does not need to reject every resource from a different domain. Built-in browser protections may already handle part of this job.
Blocking a visible advert does not prove that every data transfer stopped. A count of blocked requests does not measure all remaining tracking. Check what the chosen tool and mode actually do.
